Your IP is basically your internet address. That is how the data gets to your computer from another on the internet.
Every website you visit has a record of your IP. Otherwise how would the website be able to interact with your computer?
Some of you have Static IP's, meaning they stay the same all the time
Some of you have semi static IP's, meaning they change on rare occasion.
Still yet some of you have Dynamic IP's, which change all the time.
I can find out some basic information on you from your IP.
1. The country you are coming from
2. The internet Service Provider (ISP) you use
3. Depending you static your IP is I can, with time, track your browsing habits on my website.
I can also complain about your IP to your ISP, if your abuse is especially bad. If you pile up enough complaints, some services like Comcast will eventually yank your service. But you basically have to be engaging in illegal stuff.
Additionally Law Enforcement can make an ISP in some cases reveal the name of the user of an IP. This only rarely done. Jurisdiction becomes and issue as well.

When I'm in heavy troll mode I use a proxy server. There are some that generate false IPs. There is a lot of really simple stuff you can do to mess with a sight but I will not post it here.
Chris, I can clue you in on some stuff to look out for.
